Enforcement of a foster agreement.

We are a rescue who want to have our foster cats returned and foster refusing.

Answer

Rights and responsibilities of rescues and foster "parents" are generally contained in a foster agreement. A lawsuit can be commenced for the return of animals who are being wrongfully withheld. The police can also be contacted although the police tend not to intervene in pet custody disputes. I hope that everyone involved considers what is in the best interests of these cats and can amicably resolve this dispute.
