My friend went to jail and had his dog put in foster care until he got out. Now the dog has been adopted, and the place that adopted him is saying that he relinquished his rights.

People who believe their animal is being wrongfully withheld can contact the police and can bring a civil lawsuit (replevin action) for the return of the animal. These cases get more complicated and difficult to win after an animal has been rehomed. I suggest reviewing any written agreement that was signed to see whether the animal was surrendered or left for fostering. If there is no written agreement and a lawsuit is commenced, the court will consider the other evidence presented to determine rights. Some courts have also considered the interests of the animal.
